Joseph C. Meade is the Senior Vice President of Government and Regulatory Affairs at Comcast Spectacor, LLC, a division of Comcast NBCUniversal’s live sports and entertainment business that includes the Philadelphia Flyers, Xfinity Mobile Arena, Philadelphia Wings, and Flyers Charities. In this role, he supports the strategic direction of the organization, with a focus on arena development, organizational culture, people strategies, and identifying investment opportunities that drive long-term growth. He also sustains and advances key relationships with the City of Philadelphia, the Commonwealth of Pennsylvania, and a broad range of external stakeholders. In addition, Mr. Meade serves as Co-Chair of the NHL’s Government Relations Council, advocating for legislative and policy initiatives that expand access to and awareness of hockey among underrepresented communities.
Prior to joining Comcast Spectacor, Mr. Meade built a distinguished career rooted in civic leadership and public service across the Greater Philadelphia region. He served as Chief of Staff to the President and Executive Director of Government and Community Affairs at La Salle University, where he provided executive leadership support, managed crisis response, engaged the Board of Trustees, and led public funding strategies. He previously served as Deputy Secretary for Community Affairs and Development at the Pennsylvania Department of Community and Economic Development, overseeing statewide community development initiatives supporting local governments, nonprofit organizations, and public-private partnerships. Earlier in his career, he was Director of Government and External Affairs at the Philadelphia Museum of Art, Director of Government and Public Relations for the School District of Philadelphia, and Legislative Director for the Honorable City Councilwoman Blondell Reynolds Brown.
A graduate of La Salle College High School, West Chester University, and Widener University—where he earned a Master of Public Policy and Administration—Mr. Meade is a proud member of Kappa Alpha Psi Fraternity, Incorporated. A former standout student-athlete, he was named the 1997 Catholic League Basketball Most Valuable Player, becoming the first African American to earn this distinction in La Salle College High School’s history. He continued his athletic success at West Chester University, earning Rookie of the Year, league MVP, and Division II All-American honors, and is inducted into both his high school and collegiate basketball halls of fame.
A native Philadelphian, Mr. Meade has served on the boards of numerous civic and cultural organizations, including the Philadelphia Sports Congress, Philadelphia Cultural Fund, Greater Philadelphia Cultural Alliance, and Mural Arts Program. His leadership has been recognized by City & State Pennsylvania, which named him among the Commonwealth’s top government relations executives, and by the Philadelphia Business Journal as a Diversity in Business award honoree. In 2025, he received the Doing the Most Good Award from the Salvation Army of Greater Philadelphia and the Men Making a Difference Award from the Office of State Senator Vincent Hughes. In 2026, he will serve as Co-Chair of the United Negro College Fund’s Mayor’s Masked Ball.
Mr. Meade currently serves as Treasurer of the Frederick Douglass Society at the Union League of Philadelphia, Vice Chair of the Urban Affairs Coalition, an Executive committee member of the Committee of 70, and a former member of West Chester University’s President’s Advisory Board. He also serves as a guest lecturer for the Congressional Black Caucus Foundation’s Leadership Institute, sharing expertise on place-based partnerships and civic leadership. He is the proud father of his daughter, Mckenzie Camille, and husband to Dr. Dalila Simpson Meade.
