John Pulomena is the County Administrator of Middlesex County, NJ, a position he has held for the past 15 years. Pulomena spearheads the management of overall operations at the County Government, which includes seven departments: Administration; Economic Development; Community Services; Finance; Infrastructure Management; Transportation; and Public Safety & Health. Prior to becoming the County Administrator, he served for 10 years as a member of the Middlesex County Board of Chosen Freeholders, now named the Board of County Commissioners. Additionally, he was the Council President for the Borough of South Plainfield for 9 years, as well as the Chair of the Middlesex County Planning Board for 5 years.
With a deep passion for technology, Pulomena led a technological transformation at the County, introducing new technology platforms and business applications to modernize the way government conducts business. To that end, he is credited for bolstering the County’s fiscal health, helping to garner AAA bond ratings from S&P Global Ratings and Moody’s Investor Service—one of his greatest achievements. His sharp business acumen has positioned Middlesex County as a fiscal beacon in New Jersey, enabling game-changing investments in transportation, arts and culture, education, and community services. One of Pulomena’s signature achievements is the creation of the Middlesex County Cultural and Arts Trust Fund, adopted by voter referendum, which has positioned the County as the foremost governmental patron of the arts in New Jersey. Finally, Pulomena is the visionary behind the brand journey that the County has embarked on over seven years ago and continues to lead the region’s movement to make Middlesex County the best place to live, work, and play for generations.
Prior to joining County government, Pulomena worked in the private sector for 22 years with a distinguished career at AT&T. His experience there was dynamic, spanning many areas such as software development, marketing and sales, government affairs, and financial planning supporting businesses and customers—holding titles from Director of Customer Network Operations to Chief Financial Officer of Network Services.
Pulomena is a graduate of the City University of New York with a B.S. degree in Computer Science and a minor in Mathematics. Throughout the years he has received numerous accolades, most recently and notably, the Paige D. L’Hommedieu Outstanding Citizenship Award (2007); Prodigal Foundation Distinguished Community Service Award (2005); Albert Hudanish Leadership Award (2003); and the New Jersey Association of County’s County Administrator Lifetime Achievement Award (2024).
